Winter in Korea: Snow, Cold, Heating & Icy Streets

Korea’s winter is shaped by cold continental air, strong indoor heating and sharp regional differences. Seoul and the inland north can be bitterly cold; Busan is noticeably milder; Gangwon mountain areas are where snow and skiing become more reliable parts of the trip.

A Seoul winter trip is very workable. Pack for the street, then make sure those same clothes can be removed easily when you enter a heated subway, café or department store.

Start with four pieces.

Base layer → warm mid-layer → wind-resistant winter coat → gloves and hat. Then choose shoes with enough grip for cold or icy pavement.

Seoul and Busan can feel like different winters

Seoul’s January normal is around 2.1°C for the daily high and -5.5°C for the low.

Busan’s January normal is closer to 8.2°C and -0.1°C.

That difference matters when someone says simply, “Korea is freezing in January.” A week entirely in Busan is a different packing problem from a week split between Seoul and a Gangwon ski resort.

Jeju is also relatively mild, although coastal wind can make a seemingly moderate temperature feel colder.

Layer for Korean indoor heating

Korean subway cars, malls, restaurants and accommodation are commonly heated in winter.

A single enormous layer can become uncomfortable as soon as you go inside. A base layer, knit or fleece and outer coat can be adjusted more easily.

Gloves and a hat are especially useful for palace grounds, viewpoints and long evening walks. They add very little bulk to a travel bag.

Watch the pavement after snow

Fresh snow gets most of the photographs. Melted snow that freezes again can cause more trouble for walking.

Shaded alleys, stairs and slopes may remain slippery after the main road looks clear.

Choose a sole with useful grip. Slow down on steep side streets and give yourself more time for a walk to the station after a snowy night.

Airport buses, taxis and surface traffic can also take longer during poor road conditions.

Cold-wave alerts are worth checking

KMA issues cold-wave advisories and warnings using criteria that include sharp temperature drops and sustained very low morning temperatures.

Current advisory criteria include, among other conditions, a morning low of -12°C or lower expected for at least two consecutive days. A warning can apply at -15°C or lower for at least two days, as well as other severe cold-wave conditions.

If a cold-wave warning is active, shorten long outdoor blocks and put heated stops between them.

A palace visit can remain in the plan. Following it with three more hours of exposed walking may not be worth it.

Know when cold exposure has become a medical problem

Persistent severe shivering, worsening coordination, confusion or slurred speech after prolonged cold exposure require attention.

Move the person somewhere warm, remove wet clothing and warm them gradually.

Call 119 if severe hypothermia is suspected or consciousness is affected.

Do not treat a serious cold injury as something that must wait until the sightseeing day is finished.

Ondol can make a room warmer and drier

Korean floor heating, commonly called ondol, is one of the pleasant parts of arriving at a warm room after a cold day.

In accommodation where you control the thermostat, raising the heat very high overnight can leave the room uncomfortable and dry by morning.

Use a moderate setting and ventilate briefly when appropriate. Hotel central heating may give you less control than a private apartment or guesthouse.

In my own home, heating cost is the first thing I think about in winter. If I am going out for less than about an hour, I usually leave the boiler setting alone. For a longer absence, I lower it a few degrees rather than switching it off completely. That is simply how I manage my own system; boiler type, insulation and the length of the absence can change the best setting.

A humidifier can help in some rooms, but you do not need to buy one for a short trip unless dryness is actually bothering you.

Do not plan a Seoul trip around guaranteed snow

Seoul gets winter snow, but a particular five-day visit may remain completely dry.

If snow is a central part of the holiday, include a Gangwon ski area or another mountain destination where winter conditions are a more deliberate part of the itinerary.

Check each resort’s opening, lift and slope information before departure. Operations can change with temperature and snow conditions.

Check three things the night before

Look at the morning low, the apparent temperature and any active cold-wave or snow warning.

If snow fell earlier, add road and pavement conditions.

Those checks tell you more about tomorrow’s comfort than simply seeing a snowflake icon in a weekly forecast.
