Before you book a car for Korea, settle two separate questions. Are you legally allowed to drive? And will the rental company actually hand you the keys?
Korean law allows a driver with a qualifying International Driving Permit or a qualifying mutually recognized foreign license to drive for up to one year from the date of entry into Korea, within the vehicle class shown on that document. A rental company can still impose its own age, driving-experience, document and payment requirements.
Passing the first does not guarantee that a rental counter will approve the second. Check both before paying for a non-refundable reservation.
| Question | What decides it | What to check |
|---|---|---|
| Can I legally drive? | Korean road law, your qualifying permit or recognized foreign license, entry date and vehicle class | Valid driving document and passport |
| Can I rent this car? | The rental company's eligibility and booking rules | Its required originals, age and experience rules, vehicle class and accepted payment method |
If the legal documents are already clear and you are ready to book, Rent a Car in Korea as a Foreigner: Booking, Pickup & Required Documents covers the rental-counter side in detail.
What Korean law recognizes
Article 96 of Korea's Road Traffic Act covers qualifying International Driving Permits and a separate category called a mutually recognized foreign license. An eligible holder may drive in Korea for one year from the date of entry.
The vehicle must fall within the class shown on the permit or recognized license. A document that lets you drive an ordinary passenger car does not automatically authorize every larger van or bus offered by a rental company.
The law refers to international permits issued under the 1949 Geneva Convention, the 1968 Vienna Convention and other qualifying reciprocal arrangements. It also allows foreign licenses covered by a separate mutual-recognition arrangement between Korea and another country.
That wording matters. “Korea accepts foreign driver's licenses” is too broad. Some documents qualify under Korean law. Many ordinary foreign licenses do not.
An English-language license is not automatically enough
A plastic driver's license with English printed on it is not automatically an International Driving Permit, and English lettering does not create legal recognition in Korea.
There is a genuine legal category for certain mutually recognized foreign licenses, but it depends on an actual recognition arrangement with the issuing country or jurisdiction.
There is also a practical problem: even where Korean law recognizes a particular foreign-license route, major rental companies can use narrower rental requirements. LOTTE and SK, for example, publish detailed IDP requirements for international renters.
If you intend to drive without an IDP, confirm the exact legal status of your issuing country or jurisdiction and then confirm that the rental company will actually accept that document for the vehicle you want.
The document that looks like an IDP may not be one
Travelers sometimes arrive with something bought online under a name such as “international driver's license” or “international driving document.” The words printed on the cover do not decide whether Korea recognizes it.
Korea Road Traffic Authority guidance distinguishes a proper International Driving Permit issued by an authorized body from look-alike documents issued by private organizations.
LOTTE also states that privately issued permits are not accepted and requires the physical original IDP at pickup. A photocopy, PDF or photograph on a phone is not treated as the original.
This is worth fixing before the flight. Korea is a difficult place to discover that the document you bought online is not a valid driving permit.
This traveler walkthrough shows the IDP process and a real rental-car pickup in Korea. Use it as a visual supplement; the legal rules in this article are checked separately against Korean official sources.
Bring the home-country license too
An IDP is not a good reason to leave your normal driver's license at home. The underlying license can still matter at the rental counter.
VISITKOREA notes that some rental companies require both the IDP and the driver's home-country license. SK Rent-a-Car currently requires the home-country license to verify driving experience.
LOTTE's pages are not completely uniform: its general rental requirements emphasize the passport and original IDP, while its visitor guidance also tells renters to bring the home-country license.
The safest short-trip document set is therefore:
- valid passport;
- original qualifying IDP;
- original home-country driver's license;
- the payment card required by your booking;
- reservation confirmation.
This does not mean the home-country license replaces the IDP. Where the rental company requires the IDP, the ordinary license is an additional document, not a substitute.
The names on the documents deserve a real check
Compare the Romanized name on the passport and IDP before leaving home. Current VISITKOREA guidance says the full name on the IDP and passport must match, and SK warns that a reservation may be invalid if the English names on the required documents do not match.
Do not assume a major spelling difference, reordered family name or different Romanization will be waved through at the counter.
If the documents do not clearly match, contact the rental company before the cancellation deadline and ask what proof it will accept.
That conversation is much easier by email before the trip than beside a packed rental counter with luggage waiting behind you.
The one-year rule starts when you enter Korea
The Korean driving period is not determined only by the expiration date printed on the permit.
For the documents covered by Article 96, the legal period is tied to your date of entry into Korea and is limited to one year. The permit must also remain valid while you use it.
LOTTE and SK both use the same entry-date concept in their current international rental guidance, which is why the passport is part of the pickup check.
For a tourist visiting for two weeks, the rule is usually straightforward. For somebody who has lived in Korea for months, left and returned, or is approaching a year of residence, it deserves closer attention.
Residents should look at a Korean license instead of stretching an IDP
If Korea is now where you live rather than somewhere you are visiting for a holiday, a Korean license may be the cleaner long-term route.
The Korea Road Traffic Authority currently lists an original foreign driver's license, passport, Korean residence identification, photographs, an entry-and-exit certificate and an embassy certificate or apostille among the documents that may be needed for a foreign-license exchange.
Drivers from countries recognized for Korean license exchange can generally avoid the written test and complete the aptitude test. Drivers from other countries may have to take both.
Name or date-of-birth discrepancies can also require additional documents during the exchange process.
This is a separate procedure from renting a car as a tourist, but it becomes much more relevant once the one-year foreign-document period is no longer just a theoretical limit.
Vehicle class matters when you reserve a larger car
An IDP is not an unlimited pass for every vehicle shown on a rental website. The class stamped on the permit has to cover the vehicle you intend to drive.
The practical problem often appears on family trips. A normal passenger car may fit one IDP category while a larger multi-passenger vehicle requires another. Rental companies then add their own age and experience rules on top.
For example, current LOTTE and SK tables distinguish ordinary passenger vehicles from larger 11-seat or similar vehicles and require different IDP classes for the larger category.
Do not reserve a van only because the website lets you click it. Check the seating capacity, the IDP class and the company's own eligibility table before paying.
If your trip is in Jeju, the separate Jeju Car Rental: Do You Need a Car? Rental vs Bus, Taxi & Tours can also help decide whether the larger vehicle is necessary in the first place.
Korean law and the rental counter answer different questions
| Korean law | Rental company |
|---|---|
| Determines whether you may legally drive | Decides whether it will rent you a particular vehicle |
| Sets the one-year period and legal vehicle-class limit | Can add age and driving-experience requirements |
| Recognizes qualifying IDPs and certain mutually recognized foreign licenses | Can require a particular set of originals for its rental service |
| Applies nationally | Conditions can vary by company, vehicle, branch and booking product |
This is why two apparently contradictory statements can both be true: a document can give someone a legal basis to drive in Korea while a particular rental company still refuses to release its vehicle under that booking.
Once your driving documents are settled, read the operator's current eligibility page rather than relying on an old travel post.
Before you pay for the car
1. Put the passport, home license and IDP next to each other.
2. Check that the names match closely enough for the rental company's rule.
3. Confirm the IDP is genuine, original and valid during the rental.
4. Match the IDP class to the exact vehicle.
5. Check the company's age and driving-experience requirements.
6. Save the payment and document terms attached to your reservation.
If any one of those points is uncertain, solve it while the reservation can still be changed.
After booking, use Rent a Car in Korea as a Foreigner for the pickup checklist and Korea Rental Car Insurance: CDW, Deductibles & Loss-of-Use before choosing the damage-waiver option.
Once you have the keys, the problem changes
Documents get you through the counter. They do not prepare you for the first Korean intersection, a blue bus lane, a school-zone crosswalk or an unfamiliar tollgate.
Before driving away, review Driving Rules in Korea: Right Turns, Bus Lanes, Cameras & School Zones .
For Hi-Pass, tolls, parking, fuel type, EV charging and vehicle return, continue with Driving a Rental Car in Korea: Hi-Pass, Tolls, Parking & Fuel .
Those are separate problems from license eligibility, which is why trying to answer everything with one “Can foreigners drive in Korea?” question usually creates confusion.
