Phone & Internet in Korea

Most short-term tourists can travel in Korea without a Korean phone number. Maps, translation, messaging and web services only need internet data.
A Korean number becomes useful when a local business needs to call you, you need Korean SMS, or a specific service requires that number. A tourist 010 number doesn't automatically provide banking or government mobile identity verification.

1. Maps, Translation and Messaging Need Data
Naver Map, KakaoMap, Papago, WhatsApp, KakaoTalk, email and normal web searches work through an internet connection.
A data-only eSIM, SIM, Pocket WiFi or reliable roaming plan can cover those functions without giving you a Korean phone number.
You can usually search for places, translate menus and send messages without buying a separate Korean voice plan. The question changes when an app asks you to register, verify your identity, make a reservation or pay.
Those later steps can have requirements that go beyond basic internet access. Check the actual service before deciding that you need another SIM.
2. Local Calls Need a Number and the Right Call Function
A Korean number helps when a hotel, restaurant, clinic or another business needs a local callback number.
Check the plan for incoming calls and outgoing calls separately. The presence of a Korean number doesn't describe every voice feature of the plan.
If a hotel simply needs a way to contact you, ask whether it can use your international number, email or a booking-platform message. You may not need to buy a Korean voice plan for that one purpose.
If you expect several local businesses to call you during the trip, a tourist SIM that explicitly supports incoming calls can be more convenient.
Before paying, ask the provider whether the plan supports both receiving calls and making them, and whether outgoing calls require a separate balance or top-up.
3. Korean SMS Must Be Included if You Need SMS Codes
Some reservations and apps send a code to a Korean number. Check whether the product explicitly supports incoming SMS.
LG U+'s visitor guidance, for example, says its Voice/SMS products can support SMS verification used by some restaurant and taxi reservation apps, while its data-only services don't support SMS verification.
Does it include a Korean 010 number?
Can it receive ordinary SMS messages?
Can it send SMS if the service requires a reply?
Does the app accept SMS verification from that type of tourist number?
A number displayed in the phone settings isn't enough evidence. Use the provider's actual Data Only or Data+Voice product description.

4. Formal Korean Mobile Identity Verification Is a Separate Requirement
Formal Korean mobile identity verification can use subscriber information such as the registered name, carrier and mobile account identity.
A tourist SIM that receives ordinary SMS may still be unable to perform banking or government identity verification.
LG U+'s visitor guidance explicitly says its tourist SIM service doesn't support those banking or government identity-verification functions, even when the product supports ordinary SMS verification.

Formal mobile identity verification
Checks the subscriber's registered identity through an approved verification process.
If formal verification is the reason you need the phone, check that function specifically before buying a plan.
For someone living in Korea longer term, the name and identity information registered with the mobile carrier can matter more than simply having a Korean number.
5. Some Official Foreigner Routes Now Replace the Korean-Number Step
NAVER introduced Passport Verification on June 4, 2026, for eligible foreign users with passports issued outside Korea.
For supported services, it allows foreign visitors to use NAVER Booking, NAVER Order and payment functions through NAVER Map without the usual Korean mobile-number verification step.
This doesn't mean every NAVER service or reservation automatically accepts passport verification. Look for the option in the booking or payment flow you're using.

Taxi services such as k.ride also provide an international-user route with overseas payment support.
Kakao Mobility lists Google, Apple and email sign-up options, multilingual destination search, and payment using supported overseas-issued cards. Registration can still request a mobile phone number, but it doesn't require the same Korean resident-style mobile-account setup used by some domestic services.

If you'll regularly use banking, institutional services, memberships or resident-oriented online services, the subscriber information behind the mobile account can matter more than simply having a Korean number.

Before it expires, remove or update it where necessary for unfinished reservations, refunds, account recovery or follow-up messages. Avoid leaving a short-lived travel number as the long-term recovery number for an important account.
