Ordering from an overseas website can feel completely normal until the parcel reaches Korea. You've paid, the seller has shipped it, and then the carrier asks for a Personal Customs Clearance Code (PCCC).

For foreign residents importing e-commerce goods into South Korea, Korea Customs Service requires a PCCC. Its official guidance states that a Foreign Registration Number or passport number cannot be used as a substitute for the code in this process.

The first question is whether you need to issue a code or fix an existing one. The second is whether the recipient information on your order matches the customs record.

What should you do first?

No PCCC yet?
Use the official customs portal to apply after completing the required identity verification.

Already have one?
Check its validity, registered name, phone number and delivery postcodes before ordering.

Parcel already held?
Read the carrier's clearance message before changing or reissuing anything.

A code that worked for an older purchase can cause problems after a move, phone-number change or the new validity and verification rules introduced in 2026.

1. How to Apply for a PCCC in Korea

Start with the Korea Customs Service E-Commerce Customs Clearance Portal. It brings PCCC issuance, lookup, information changes, renewal and customs-history services together.

You don't need to use a commercial PCCC agency just to locate the official application service.

New application route
  1. Open the official e-commerce customs portal.
  2. Find 개인통관고유부호 신규 발급 — New PCCC Issuance.
  3. Complete the identity-verification method available to you.
  4. Enter the required personal information accurately.
  5. Submit the application and check the issued code.
  6. Save the code securely for legitimate overseas purchases.

The exact verification screens can depend on the method you use and the personal identification you have available.

For a foreign resident, it is important that your identity information be recognized correctly by the official system. The name and other identifying details used for verification should be consistent with your official records.

If the portal can't verify your identity, don't experiment with a friend's phone number, registration details or PCCC. That can create a second problem rather than solving the first.

Korea Customs Service also provides a route for people who cannot complete online identity verification to visit the responsible customs office with identification. Confirm the applicable documents and visit arrangements before traveling there.

Once the code is issued, use the PCCC that belongs to the person actually responsible for the import. Keep it private and provide it only through the legitimate seller, carrier or customs-clearance process.

2. PCCC Validity and Renewal in 2026

The major change for frequent and occasional overseas shoppers is that a PCCC is no longer something you can assume will remain valid indefinitely.

Korea Customs Service introduced a one-year validity period beginning in 2026.

For a code newly issued in 2026 or later, the validity period is calculated from its issuance date.

Codes issued before 2026 are being moved into the new system. Under the official transition rule, their expiration dates are set to the holder's birthday in 2027.

The renewal rule

New code from 2026: One-year validity from issuance.

Code issued before 2026: Transition expiration based on the holder's birthday in 2027.

Renewal window: The official rule provides a renewal period around the expiration date, including 30 days before and after it.

Information change or reissuance during validity: The one-year validity period is reset from the change or reissuance date.

The official notice explains that failure to renew within the allowed period can result in automatic cancellation of the code.

Because a personal-information update or reissuance can affect the expiration date, it's better to look up the current record than calculate the deadline from an old email.

This is particularly important if you order from overseas only a few times a year. A PCCC saved in your shopping profile might look familiar even when its current validity needs attention.

How to check or renew

Open the customs portal and look for 개인통관고유부호 조회/정보변경 to check the registered information or 개인통관고유부호 유효기간 갱신 for renewal.

Complete identity verification and check the date displayed in the official record.

Don't request a completely new PCCC merely because you haven't used your existing one in a while. First check whether it is active, renewable or already canceled.

If the portal directs you to update personal information before renewal, follow that process. Confirm the result afterward rather than assuming the old expiration date still applies.

3. Name, Phone Number and Delivery Postcode Must Match

Having an active code is only part of successful customs clearance.

Korea Customs Service has long checked a PCCC against the holder's name and phone number. From February 2, 2026, it began strengthening verification by adding the delivery postcode for users covered by the new system.

The phased rollout initially applied to PCCC holders who newly issued or changed their records from November 21, 2025. More users enter the strengthened verification system as they renew or update their information.

This change is easy to miss when you move. Your overseas shopping account may show your new home while your customs record still contains an old address.

An older order might also have your previous telephone number. Even if the seller successfully collected payment, the identity information sent for customs clearance can be inconsistent.

You can register more than one delivery address

Korea Customs Service has introduced a function allowing up to 20 delivery addresses to be registered in advance.

That is useful if you legitimately receive overseas orders at several places, such as your home, workplace or a family address.

For users covered by postcode verification, the delivery postcode submitted with the shipment should match a postcode in the registered customs address information.

If a parcel is going somewhere you haven't used before, update the official record as necessary before relying on the new destination.

Foreign names need special attention

Names can appear differently across a passport, Residence Card, shopping account and courier record.

A seller may reverse the order of a given name and family name, omit part of a name or use different spacing. Not every formatting difference automatically causes rejection.

But when the carrier reports an identity mismatch, compare the order with the details stored in your official customs record.

Do not invent a different name format simply to pass a checkout form. Use the spelling associated with your official record and follow the carrier's instructions if a correction is required.

4. What If Your Parcel Has Already Shipped?

If the seller hasn't dispatched your order, correcting the recipient information may be simple. Update the order details and confirm that the correct PCCC, name, telephone number and delivery address will be sent for customs clearance.

Once the parcel has shipped, the situation changes.

The courier, postal operator or customs broker may already have the shipment information. Editing your shopping account at that stage may not change the data in the import declaration.

Before changing anything, read the notification from the carrier and identify the specific problem.

Check the reason for the hold

Expired PCCC: Check the official renewal or issuance status.

Name mismatch: Compare the carrier's recipient details with the official PCCC record.

Phone-number mismatch: Confirm the number used for customs verification.

Postcode mismatch: Check whether the delivery address is registered as required.

Other customs hold: Ask what evidence or payment is outstanding.

If corrected recipient information is required, send it through the carrier's official website, verified notification channel or customer-service process.

Be cautious with unexpected texts asking you to enter your PCCC, identification number or card details through an unfamiliar link. If a message looks suspicious, open the carrier's official website independently and check the tracking number there.

Keep the original order confirmation and the exact information you submit for correction. If customs or the carrier requests another document, retain that request as well.

Don't borrow someone else's PCCC

A PCCC identifies the person responsible for importing the goods.

Using a friend's or relative's code when the shipment is actually being imported under your identity can cause problems with the verification process.

It also exposes another person's customs identifier to unnecessary use.

If you cannot issue or verify your own PCCC, contact the official customs service rather than switching to somebody else's identity.

5. When Customs Clearance Still Fails

Not every stalled shipment has a PCCC problem.

A perfectly valid code may be attached to a parcel that customs is holding for a different reason. The declared value may need checking, the contents may require inspection, or the importer may have to provide proof of purchase.

Other possibilities include unpaid duties and taxes or import restrictions for particular goods.

Renewing or reissuing your PCCC won't fix those problems.

Keep four records together

1. Overseas order confirmation

2. Payment receipt or proof of purchase

3. Carrier name and tracking number

4. Customs hold message or document request

If the carrier says customs needs a payment record or product description, deal with that request rather than repeatedly changing your personal clearance code.

If the shipment is waiting for a duty payment, follow the verified customs or carrier payment route. Don't assume a payment request is legitimate simply because it arrives by text message.

For an unexplained delay, compare the carrier's tracking history with the customs information available through the official e-commerce portal.

A delay in arrival doesn't necessarily mean customs has rejected the import. The carrier may still be processing the shipment, waiting for missing information or arranging domestic delivery.

6. Where to Get Official Help

The official e-commerce portal is the starting point for PCCC issuance, lookup, renewal, information changes and customs-import history.

If you cannot complete verification or cannot tell why a shipment is held, use the relevant Korea Customs Service support channel.

Korea Customs Service support

Customs rules and clearance questions:
Call 125 from within Korea.

Overseas customs consultation:
+82-2-3438-5199

Customs portal technical problems:
1544-1285 (charged call)

For a parcel-specific delivery or correction request, contact the carrier handling that shipment.

The customs consultation center generally operates on Korean business days, while technical-support hours are different. Check the current hours before calling.

When you contact customs or a courier, have your tracking number and a concise explanation ready. Describe whether you are applying for the first time, updating information, renewing a code or responding to a customs hold.

The quickest resolution usually starts with identifying the correct problem. An expired PCCC needs a different response from a missing invoice or a parcel that requires inspection.
