Use a clearly identified international-card ATM, read the operator fee before approval, withdraw in KRW and stop immediately if your account is debited but no cash appears.

1. A Card That Buys Things May Still Be Blocked for Cash
Retail purchases and cash withdrawals can use separate issuer permissions and limits. Check overseas ATM access before departure, along with the account the card draws from, the daily cash limit and the correct PIN.
Do not assume the PIN used to unlock a banking app is the ATM PIN. Repeated guesses can create a card lock or retention problem.
A credit-card withdrawal may be treated as a cash advance with separate fees, interest and limits. If you do not know the issuer's cash-advance terms, keep that credit card as an emergency route rather than your default ATM card.
Save the issuer's international phone number outside the banking app and confirm how to freeze only the affected card. Also check whether the issuer requires a travel notice, app approval or one successful chip-and-PIN transaction before overseas cash access.

2. Choose the Machine Before the Amount
Two machines in the same airport or station can have different operators and acceptance rules. Look for wording such as Global ATM, International Cards, Foreign Card or Overseas Card, then check for a network mark matching your card.
At Incheon Airport, the current official facilities directory lists ATMs from several banks and operators, including 24-hour machines and others with limited hours. Use the live directory when you need a specific terminal location; old airport maps age quickly.
Before inserting the card, note the operator name and support number. If the machine is inside a convenience store, the store employee may not operate the ATM itself.
Prefer a well-lit machine attached to a bank, airport facility or established indoor location when practical. Check the card slot for anything loose or unusually bulky, shield the keypad and do not accept help from a stranger who asks to handle the card.
“Global” describes an intended acceptance route, not a guarantee for every foreign card. Network participation, issuer security controls and the individual machine's status can still produce a decline.
3. One Withdrawal Can Have Several Costs

A bank-specific fee quoted by a blog is not a permanent Korea-wide price. Read the current machine and your own issuer's terms.
The ATM's maximum per transaction and your issuer's daily limit are different controls. A request can fail even when your account balance is high enough. If the screen states a transaction limit, stay within it; if the issuer app shows a smaller remaining daily limit, that lower figure controls your side.
When a fixed operator fee applies, one sensible withdrawal may cost less than several tiny ones. Balance that saving against security and leftover cash—do not withdraw the maximum merely because the machine offers it.
4. Use the Withdrawal Sequence
- Select the language and foreign-card route.
- Choose cash withdrawal.
- Enter the KRW amount.
- Read the operator fee.
- Use KRW/local currency or decline conversion unless you deliberately accept DCC.
- Take card, cash and receipt before leaving.

Do not walk away while the machine is still processing. Some ATMs return the card before dispensing cash; others use a different order. Follow the screen, take each item promptly and check that the session has ended before the next person approaches.
Count the notes discreetly nearby without displaying the rest of your wallet. Keep the receipt until the withdrawal is shown correctly in the issuer app or statement.
5. Change One Variable After a Decline
If the card is not recognized, confirm network marks and try another operator. If the transaction is not permitted, check overseas cash access and issuer alerts. If the amount is rejected, compare the machine limit with your remaining issuer limit. If the PIN fails, stop guessing.
Do not repeat the identical attempt across several machines in rapid succession. Multiple failures can look like suspicious activity and make diagnosis harder. Record the exact message, then change one factor: choose a lower amount, use another established operator, or contact the issuer.

6. If the Account Is Debited but No Cash Appears
Do not immediately submit the same withdrawal again.
Record the ATM operator, machine number, exact location, date/time, requested KRW amount, displayed fee and error message. Keep the receipt and a screenshot of the transaction status.
Contact the ATM operator, then report the transaction to the issuer as cash not received.

A banking-app entry marked pending is not the same as a final settled debit. Report the event promptly, but describe the displayed status accurately. Keep later screenshots showing whether the entry disappears, settles or is reversed.
If the ATM dispenses only part of the requested amount, count the cash, photograph the receipt and record the amount actually received. Report it as a partial-dispense problem rather than a total non-dispense.
7. If the ATM Retains the Card
Stay at the machine and contact the operator immediately. If the ATM is attached to an open bank branch, ask whether staff can retrieve it and what identification is required.
If prompt retrieval is uncertain, lock the card and contact the issuer about replacement.
Do not leave identification or a phone number with an unverified bystander. Use the support details printed on the ATM or the bank's official website, and ask the issuer what to do if local retrieval is impossible before you change cities.
8. Withdraw for the Next Part of the Trip
Estimate the next few days of transit-card loading, markets, cash-only appointments and emergency reserve. A fixed operator fee can make repeated tiny withdrawals inefficient, but carrying the maximum available amount creates loss risk and leftover KRW.

9. Reconcile the Withdrawal Before Deleting the Evidence
Compare four items: requested KRW, cash received, ATM operator fee and amount posted by the issuer. The home-currency amount can change between authorization and posting if the issuer performs the conversion later, so preserve the KRW amount and date as your stable reference.
If a fee or conversion differs from what you approved, start with the ATM receipt and screen evidence, then contact the correct party. The Korean operator controls its disclosed fee; your issuer controls its own withdrawal fee and account posting; a DCC provider controls a conversion you accepted at the machine.
10. Use a Backup Route, Not an Endless Retry Loop
If two established international-card ATMs reject the same card, switch to the backup card or staffed exchange route while you contact the issuer. Protecting access to money matters more than proving that one card should work.
Keep enough separate emergency value to reach the hotel or next staffed location. An ATM strategy is strongest when it is one layer of the travel wallet rather than the only way to obtain KRW.
