Rental scams in Korea do not always begin with a fake apartment or a fake realtor.
The home can exist, the broker can be licensed and the contract can look normal. The risk may sit in the owner's identity, senior debt, an inflated property value, a payment account, another tenant's priority or a promise that never made it into writing.
You do not need to decide whether the situation legally qualifies as fraud before protecting the next transfer and preserving the evidence.

The next step depends on how far the transaction has gone

“Send it today or someone else will take the room”
Good rentals can disappear quickly.
That does not change the identity of the property owner or make the property registry optional.
Before a meaningful payment leaves your account, know the exact address and unit, the registered owner, the current registered rights and the person authorized to receive your money.
If the transaction allows no time to establish those facts, the urgency is itself a reason not to transfer the money yet.
The room changes, then the numbers change with it
You arrive for a viewing and hear that the advertised room has just been taken. Another unit is available upstairs.
That can happen without fraud.
If the second room has another deposit, rent, management fee, floor, size or appliance package, treat it as a new property decision.
Return to the screenshot of the listing you actually contacted and compare from zero. The first listing does not validate the replacement.
The owner, signer and bank account holder do not match
A landlord can use an authorized representative.
The authority needs evidence.
HUG's current fraud-prevention guidance tells tenants to compare the registered owner with the contract party, inspect a representative's power of attorney and supporting identity or seal documentation, and confirm the transaction with the actual landlord.
HUG also advises payment to the landlord's account. If the landlord specifically instructs payment to a representative's account, the reason and authority should be documented in the contract or special clauses.
The deposit sits too close to the home's recoverable value
With a large jeonse deposit, the value of the home and the claims ahead of you must be read together.
A property worth only slightly more than the deposit leaves little room if the value falls or the property is sold through enforcement. Add substantial senior debt and the margin becomes smaller again.
Check recent transaction evidence and registered rights rather than relying on the asking price alone.
Multi-household buildings deserve additional care because other tenants' senior deposits can affect the recovery picture even when those amounts do not appear as simple mortgage lines on the registry.
“HUG should be available” is not the same as an issued guarantee
A landlord or realtor may genuinely expect a property to qualify.
The final decision belongs to HUG's review.
HUG considers the contract, property value, senior claims, ownership, application timing and other conditions. A verbal assurance is not a guarantee certificate.
If guarantee eligibility materially affects whether you will rent the property, address that point while the contract can still be changed.
HUG's fraud-prevention material provides a special-clause example for a case where, through no fault of the tenant, the promised return guarantee cannot be obtained.

If you already sent a contract deposit, preserve the transaction before arguing about it
Save:
- the original listing and screenshots;
- the signed or preliminary contract;
- property-registry copies;
- bank-transfer records;
- the broker's office registration and the person handling the deal;
- messages, email and other written discussions with the landlord or realtor.
Then identify what actually changed.
A corrected typo, a disputed contract condition, a landlord who may be unable to return a deposit and deliberate deception require different responses.
Keep original files and transaction records as well as screenshots. Do not rely on a chat thread remaining available forever.
Know which help route fits the problem
HUG Jeonse Fraud Prevention Center: use it for fraud-prevention information, guarantee-related issues and the current victim-support routes run through HUG.
Korea Legal Aid Corporation: legal consultation is available through its services, including the 132 telephone route.
Seoul Foreign Resident Center: Seoul currently provides foreign residents with multilingual housing consultation covering real-estate transactions, rental disputes and jeonse-fraud prevention, with access to certified global realtors and other expert consultation where appropriate.
Police 112: use the criminal-reporting route when the issue is suspected crime or personal safety rather than an ordinary contract disagreement.
Do not assume that every public victim-relief benefit applies on identical terms to every foreign resident. Eligibility depends on the current program, legal status and facts of the case, so confirm the specific support before relying on it.
A large-deposit contract should be explainable without “probably”
Before the final balance, you should be able to answer:
- Who legally owns the home?
- Which registered claims are ahead of you?
- Who is authorized to sign?
- Where is the deposit going?
- What is the current basis for the property's value?
- What protection steps apply after signing and move-in?
- If HUG matters to the deal, has eligibility been checked rather than merely promised?
If a large payment still depends on an unexplained mismatch, resolve that mismatch before the balance leaves your account.
