Medical tourism costs in Korea can vary widely because two quotes may cover different treatment scopes, tests, anesthesia, materials, follow-up or facilitator services.
Compare the scope before the total. A Korean medical quote may arrive as a clinic estimate, hospital bill, facilitator package or a mixture of all three. The price becomes useful only when the treatment, clinician, quantity or material, tests, anesthesia, follow-up and payee are visible.

1. Separate the Pre-Arrival Estimate From the Post-Examination Quote
Photos, X-rays or prior reports can support an early estimate. They cannot always settle the treatment plan. A dental estimate may assume that bone grafting is unnecessary. A skin-treatment quote may assume one device, one area and a stated dose. A refractive-surgery quote may assume testing confirms eligibility. A plastic-surgery estimate may change after physical examination or new imaging.
Ask the provider to state the assumptions behind the first quote and the findings that could change it. Save that version with its date.
After the in-person assessment, ask for the final treatment plan and an updated itemized quote. If the plan changes, the file should show the clinical reason, revised options, price difference and updated consent where the change requires it.

2. Match the Unit Used by Each Specialty
Package names such as Premium, VIP or All-Inclusive do not tell you whether two providers are selling the same clinical scope.

Leave a blank cell blank until the provider answers it. Filling the gap with an assumption from another clinic produces a false comparison.
3. Separate the Hospital, Facilitator and Travel Costs
Korea maintains separate registration lists for medical institutions serving international patients and for registered foreign-patient facilitators. Medical Korea's facilitator directory was updated in July 2026. Registration is an administrative check; it does not certify the fairness of a quote or predict a treatment outcome.
The medical provider should account for consultation, testing, treatment and clinical follow-up. A facilitator may separately arrange interpretation, booking, transportation or accommodation. If one company collects the full amount, ask how much belongs to the medical provider, who issues the medical receipt and who holds the deposit.
Keep travel costs in another column: flights, hotel nights, companion expenses, flight changes and care after returning home. CDC medical-tourism guidance specifically warns travelers to plan for follow-up and potential complication costs, which can sit outside the advertised procedure price.
4. Give Every “Included” Service a Scope, Count and Duration
Free interpretation, aftercare included and airport pickup need operational details.
Aftercare — Coordinator chat, doctor review, in-person visits or all three? For how many visits or weeks?
Transport / accommodation — Which dates, route, hotel category, room nights and cancellation rules?
Remote contact also needs a clinical boundary. Ask who reviews photographs or symptoms, expected response hours, and which problems require paid in-person care in Korea or at home.
5. Read the Deposit Rules by Cancellation Scenario
Medical travel can change because the patient cancels, a flight moves, the provider changes the date or clinician, testing shows that the planned treatment is unsuitable, or custom material has already been ordered.
Ask the written terms to address those situations separately. A single sentence saying non-refundable deposit leaves too much unexplained.
Also identify which consultations, tests, translation or booking work are deductible and which party processes a cancellation. General card-reversal timing, DCC and overseas-card mechanics belong in the Money in Korea series; this article stops at the provider's written refund obligation and evidence that it submitted the refund or cancellation.
6. Do Not Subtract the Old Cosmetic-Medical VAT Refund From a 2026 Budget
Korea's current Restriction of Special Taxation Act Article 107-3 states that the special foreign-tourist VAT refund for qualifying cosmetic medical services applies to services supplied through December 31, 2025.
For a treatment supplied in 2026, do not automatically subtract that expired Article 107-3 special refund from the quoted total. This statement is deliberately narrow: it does not claim that every form of medical VAT refund or exemption is impossible under every other legal basis.
Ask for the current legal basis, the eligible service, required documents and the final amount you will actually pay. Recheck on the payment date because tax law can change.
7. Ask for One Coherent Final Quote Set
A complex procedure may require several documents. They should still form one coherent set that shows the full treatment scope and total.

If the examination changes the plan, follow the sequence: reason for the change → revised options → updated quote → updated consent where applicable. Do not pay for a materially different plan before the new scope is visible in writing.
